Why get a pre-purchase inspection in Houston?
A pre-purchase inspection in Houston is mostly about water. The metro has taken two major hurricane floods in recent years, and a car that sat in Harvey or Beryl water can look clean, drive fine and still carry a clean title.
Heat is the second problem. The Gulf climate is hard on rubber, wiring, batteries and A/C, and the private-party market here leans toward trucks that have spent years towing.
An independent, vetted inspector from our network goes to the vehicle wherever it sits. Our pre-purchase inspection page explains what the visit covers, and our Houston inspection page shows how local booking works.
How do I tell if a used car in Houston was flooded?
Flood evidence is the first thing our inspectors look for on a Houston car. The National Weather Service office in Houston/Galveston says Hurricane Harvey made landfall on August 25, 2017 as a Category 4 hurricane, then stalled, with rapid flash flooding across Harris County overnight on August 26 to 27.
The same office recorded Harvey rainfall across its area ranging from 4.62 to 56 inches. Hurricane Beryl followed on July 8, 2024, landing near Matagorda as a Category 1 hurricane with 80 mph peak sustained winds.
Dried-out water leaves traces the inspector can find:
One sign is a reason to slow down. Several together usually mean walk away. Our guide on how to spot flood damage before you buy goes deeper.
- Water lines or tide marks on door panels, seat fabric and under the carpet
- Silt or mud in the spare-tire well and under the trunk liner
- Corrosion on seat-track bolts and unpainted brackets
- Fogged headlamps or taillamps with moisture inside the lens
- Musty odor, new carpet in an older car or a stained headliner
- Erratic gauges, dead electrical items or stored trouble codes
Can a clean Texas title hide a flood car?
A clean title does not clear a Harvey or Beryl car. The Texas Department of Motor Vehicles defines a Flood brand as a vehicle damaged exclusively by flood water, but that brand only appears when the damage was reported and branded.
A flooded car that was never claimed, or that was retitled in another state, can arrive in Houston with paperwork that says nothing about water. Corrosion and silt do not change with the title, so the inspector reads the vehicle itself.
TxDMV also defines a Rebuilt brand as a previously salvage-branded vehicle that passed the state's anti-theft and safety inspections. A Rebuilt vehicle can be a fair buy, but price it as one and ask for a close look at repair quality and wiring.
What does Houston heat do to a used car?
Houston heat ages a car from the inside out. The National Weather Service office in Houston/Galveston warns that a parked car acts like a greenhouse, with interior temperatures reaching 120 degrees F in minutes and approaching 150 degrees F in as little as an hour.
That heat bakes batteries, dries out belts and hoses, and works the A/C hard. Tires suffer too. Every tier checks tread depth, A/C operation, the belts and hoses under the hood, and stored trouble codes.
Silver and Gold put numbers on the heat-sensitive parts: a battery load test rather than a visual check, and A/C and heater temperature readings. A weak battery or a lukewarm vent reading becomes a budget line or a negotiating point.
What should I check on a used truck in Houston that has towed?
Towing wear is the main concern with Houston's private-party trucks. Boats, trailers and work equipment load the hitch, the frame, the transmission and the rear suspension.
The inspector looks at the hitch and its frame mounting points for cracks, bends and rust, checks transmission fluid level and condition, looks for rear sag and checks the 4-wheel-drive system and driveline. A road test follows where the truck is street legal and the weather is safe.
Silver and Gold measure brake pads and rotors, which matters on a truck that has stopped heavy loads. Dark fluid or a sagging rear is worth a price cut. A cracked frame mount is usually a walk-away. Our used truck inspection checklist lists more.
Texas emissions test, title transfer and NMVTIS
The Texas Department of Public Safety says Texas eliminated the annual safety inspection for non-commercial vehicles on January 1, 2025 under House Bill 3297, but vehicles registered in emissions counties must still pass an annual emissions test.
The Texas Commission on Environmental Quality says registration renewal is denied in 17 counties, including Harris, if the vehicle has not passed. In the Houston-Galveston-Brazoria area, gasoline vehicles 2 to 24 model years old need the test, and model-year 1996 and newer vehicles get an OBD test.
We do not perform the Texas emissions inspection; our pre-purchase report is for your buying decision only.
TxDMV requires the title in your name within 30 days of the sale, filed at the county tax office. Its Title Check runs the VIN through the National Motor Vehicle Title Information System, the federal system designed to protect consumers from fraud and unsafe vehicles, where title history is checked. Read our report next to that result, the history report and the seller's title paperwork.
Which inspection tier fits a Houston purchase?
Every tier inspects the same systems, including flood evidence, the underbody, A/C operation and an OBD-II scan. The tiers differ only in instrumented measurements.
For Houston, the Silver measurements match local wear: battery load, A/C temperatures and brakes. Gold adds paint-depth readings panel by panel, an extended road test with live OBD-II data and a full electronics audit. The EV inspection covers battery state of health, AC and DC charge tests, the drive unit, the 12V battery, ADAS and open recalls.
| Purchase | Tier | Why it fits for Houston |
|---|---|---|
| Older commuter car or first truck | Bronze, $249 (vehicles under $15K) | Full flood, underbody and heat-wear check on a budget purchase |
| Mid-price SUV or towing truck | Silver, $349 (vehicles $15K to $50K) | Adds battery load test, A/C temperature readings and brake measurement for Gulf heat and towing |
| High-trim truck or sight-unseen buy | Gold, $449 ($50K and up) | Adds paint-depth readings to find respray from repaired damage, plus live OBD-II road test data |
| Electric vehicle | EV inspection, $349 flat | Battery state of health, AC and DC charge tests, drive unit and open recalls |
Buying a Houston vehicle from out of state
Many of our buyers are out of state, and you do not need to be in Texas for the visit. The inspector goes to the vehicle at a private seller's driveway, a dealer lot or an auction yard. Shop drop-off is available where a shop-based inspector covers the area, at the same price.
Vehicles in Katy, Sugar Land, Pearland and The Woodlands can be inspected depending on inspector availability.
The photo-documented PDF arrives within 24 to 48 hours of the visit, with 25+ photos and a go, caution or stop summary. Name any flood or towing worry when you book so the inspector treats it as an added area of concern.
Your card is saved when you book and charged only after the inspection is completed; if no inspector accepts within 72 hours, you get an automatic full refund. Start on our pre-purchase inspection in Houston page, or book an inspection now.
